Administrative history

The Baldwin Act of 1849, provided private companies, the opportunity to build and maintain roads and bridges with their own money, and in turn, charge the public a toll to use them. In doing so, the government would receive all cash receipts over a 10% company profit.

The Woodstock and Norwich Gravel Road Co. was established, in 1853, to create and maintain a road between Woodstock and Norwich, in the County of Oxford. A Board of Directors was appointed, with Thomas J. Cottle elected President and Edward Lakeman elected appointed Secretary-Treasurer, to oversee the construction and maintenance of the road and to ensure toll payments. Toll gates were set up at the north and south ends of the road and in spring of 1854 the following tolls were authorized to be collected at both gates:

For every vehicle drawn by two horses or other beasts, for passing one and returning the same day: seven pence half penny.

For every additional horse or other beast: two pence.

For every vehicle drawn by one horse of other beast: four pence

If loaded with masts, spars, hewn or road timbers or otherwise exceeding two tons, double the above rates.

The Company was in operation until 1904, when it along with all other Plank and Gravel Road Companies were abolished. Today, Highway No. 59 follows the former road in a general northerly direction from Norwich to join with Highway No. 2 in Woodstock.

Custodial history

The records were created by the Board of Directors of the Woodstock and Norwich Gravel Road Company. In 1982, the fonds was donated to Archives of Ontario by the City of Woodstock, when they transferred their municipal records. In October 2019, the fonds was transferred to the Oxford County Archives by Archives of Ontario

Fonds consists of a minute book of the Woodstock and Norwich Gravel Road Co, covering the period November 17, 1853 to December 9, 1878.
