Biographical history
William S. Sims (1858-1935) was a Rear Admiral in the U.S. Navy during the First World War, and was President of the U.S. Naval War College. He was born in Port Hope, Ontario. After his graduation from the U.S. Naval Academy in 1880, he served almost continuously at Sea, in Atlantic, Pacific, and Asian waters. He commanded the Atlantic Torpedo Flotilla from 1913 to 1915, and the USS Nevada from November 1915 to January 1917. From January to March 1917 Sims was the President of the U.S. Naval War College and Commander of the Second Naval District. He was promoted to Rear Admiral in 1917. During the First World War in April 1917 Sims took command of all U.S. destroyers, tenders, and auxiliaries operating from British Bases. His responsibilities during the war ranged over a wide front from liaison with the British Admiralty to co-ordinating U.S. naval operations in the North Sea and the Mediterranean. After the War in April 1919 he resumed his Presidency of the Naval War College. He retired as a Rear Admiral in October 1922, but was promoted to Admiral on the retired list in June 1930. Sims died in Boston, Massachusetts.

Scope and content
Fonds consists of the photocopies of the Library of Congress' 30-page finding aid to the William Sowden Sims' papers, and correspondence dating from Sims' time as Commander U.S. Naval Forces in Europe during the First World War. The major topics include anti-submarine warfare, Atlantic escort problems, the United States destroyer construction programme, and British-American relations in military, especially naval, matters. Includes personal, general, and special correspondences.
