In 1971 the Division of Ministry and Education added the term “Personnel” to its name. The term was added to reflect the need within the United Church to improve the method and quality of pastoral care for persons in ministry. Henceforth ministry personnel became a significant part of the internal work of DMPE and was managed by secretaries of Personnel Services. The first staff member responsible for Personnel Services was Associate Secretary Rev. J. Homer Dean. He singlehandedly designed and guided the implementation of personnel policies authorized by the 1968 General Council. As a cumulative effort of DMPE and the National Pastoral Relations Committee the Handbook of Personnel Policies and Procedures was issued to office holders and staff involved in personnel services of the church. In 1990 a proposal was approved to consolidate the personnel work and re-configure the personnel staff-group. This was implemented in 1991. The new design put matters of personnel policy development and interpretation into one portfolio with a Secretary of Ministry Personnel Policy. Matters of personnel support, advocacy and education were put into a portfolio lodged with the Secretary of Ministry Personnel Support and Advocacy. Together with those two positions was an administrative assistant position focused on the administration of continuing education grants, oversight of the vacancy and availability lists, the administration of order of ministry admissions from other denominations and the processing of salary increments queries.
