    Administrative history

From its inception, Kingston General Hospital has relied on donations of time, talent, and funds from members of the Kingston community to support its construction and redevelopment, capital equipment purchasing, and patient care initiatives. When provincial government funding required changes in hospital fundraising responsibility, KGH's Committee on Continuous Funding recommended the establishment of a KGH Foundation which took place in 1977; letters patent were obtained in 1978. By 1984, when Ian Fraser was hired as first full-time Director of Public Affairs and Development, the Foundation assumed full responsibility for active fundraising and a Board, Development Council and Committee structure were formalized. Organizationally autonomous, the relationship between the Hospital and the Foundation is cooperative. The Foundation receives all donations to the Hospital and manages a variety of departmental and trust funds. It transfers funds to the Hospital according to its priorities. In addition to managing donations from individuals, service groups, local businesses and charities, the Foundation assumed responsibility for the Hospital's two joint capital campaigns: the 1981 'It's Up to Us' campaign with Hotel Dieu Hospital and the 1993 'Healthcare 2000' campaign with Hotel Dieu and St. Mary's of the Lake Hospitals. Other fundraising events have included the themed annual Black Tie Evening, and the Festival of Trees. With the administrative support of staff in Public Affairs and Development, the Board, Executive Council and various volunteer committees are able to carry out Foundation activities on behalf of the Hospital. Since 1984, the position now titled Vice President, Public Affairs and Development has held responsibility as official secretary of the Foundation. Ian Fraser, 1984-1995, was succeeded in 1995 by Phil Perrin, and, in 2002, by Karen Humphreys Blake, the current Vice President, Public Affairs and Development.

    Custodial history

Material in this fonds originated in the Office of Vice President, Public Affairs and Development dating from the tenure of two Vice Presidents; Ian Fraser, 1984-1995, and Phil Perrin, 1995-2002. As part of KGH's Administrative Records Management and Archive Program (ARMAP), records were inventoried, scheduled and transferred to ARMAP in 2003 and 2004. Since the office of Vice President, Public Affairs and Development provides administrative support to the KGH Foundation, records attributed to development function of the KGH Foundation were frequently interfiled with records attributed to the Hospital's public affairs function. Records created by the Kingston General Hospital Foundation have been organized, described, and assigned the accession number 5999-86.
