Fonds consists of a report by the Ad Hoc Working Group on Naval Programmes and entitled “Study on Size and Shape of Royal Canadian Navy 1964-1974”. The purpose of the report was to study and report on the size and shape of the RCN over the next five to ten years. The report was prepared at the direction of the Chief of Naval Staff who instructed the Group that the aim of the Navy was to be primarily effective for anti-submarine warfare and to also have a capability for United Nations peacekeeping operations and limited war.

There is also a large series of autographs that Shortt collected over the course of his life.
