The Working Units, the ecumenical coalitions and the task forces were the “assembly lines” of the Division. The Functional Units, established after the reorganization of 1977, served a monitoring, coordinating and evaluating function for the Working Units of the Division. All the Division's work was passed through each of the five Functional Units.

1986 Division of Mission report stated that one of the strongest features of ecumenism practiced by the United Church was through coalitions. “Ranging all the way from Human Rights in Latin America to peace work, through Project Ploughshares or the Task Force on Churches and Corporate Responsibility, as well as the area of criminal justice, the rights of native Canadians and the issue of Apartheid in South Africa, the Division of Mission in Canada in Cooperation with the Division of World Outreach and Division of Finance have placed this work in a high profile position.” The coalitions became a model for inter-church work in the area of human rights, justice and peace and became an established priority of the church.

Program Unit 5 -- Environment, Peace and Rural Life was established during the reorganization in 1988 to support the Church in God's mission of bringing about a society which promotes peace, looks after the creation, and maintains the quality of rural life and community. This unit was also tasked with developing strategies for spiritual growth and the fostering of the congregation’s participation in this part of the church’s mission, including the ethical challenge posed to the faith. This involved: peace; energy/ environment; rural life initiatives; rural mission and ministry; Agriculture, Fisheries, Food and Forestry; Uranium mining; Forum on the North.

In 1978 a National Ethnic Committee was established, following on the work of a Task Force on Minority Ministries (authorized by the Division executive, March 1972) and two conferences. Its mandate included: to give greater visibility to this work; to provide support to ethnic congregations; to liaise with Conferences and Presbyteries re the development of new ethnic congregations; to inform Presbyteries of the work of this committee.

In 1982, the National Ethnic Committee organized a National Ethnic Convention, held in Hamilton, Ontario. They also formulated new Guidelines for Ethnic Ministry to be submitted to the 29th General Council.

In 1987 the National Ethnic Committee asked the Division to replace the Committee with the Ethnic Ministries Working Unit.

The Ethnic Ministries Working Unit was established in 1988 as a successor to the National Ethnic Committee with the purpose of raising the profile of ethnic members within the Church as well as raising the profile of the church among the various ethno-cultural communities in Canada. More specifically the role of Program Unit 6 (Ethnic Ministries) was to support the work of minority congregations, develop resources and policies to further their life and vision, orientate ethnic congregations to United Church policy and structure, and help the larger church to relate positively to ethnic congregations, 1994. (Note: No longer a program unit in the 1995 yearbook).

In 1991, the Ethnic Ministries Convention in Montreal adopted a motion to petition the 34th General Council to establish a national-cross-Divisional task group on Ethnic Ministries to do a feasibility study towards the establishment of a “Division of Ethnic Ministry” or some other national structure. A petition for this was accepted by the 34th General Council and a Feasibility Task Group on Ethnic Ministries was created. The Task Group produced “The Proposed Model for the Ethnic Ministries Council of the United church of Canada” at the 35th General Council, the resolution on the Proposed Model for the Ethnic Ministries Council was almost unanimously accepted.

The work of the Special Commission on French/English Relations reporting to the 25th General Council in 1972 included a recommendation to establish, through the Department of Church in Society, a Task Force on French/English Relations. The Division Executive approved this in 1973 and the Task Force met for the first time in 1974. The Task Force reported to General Council on ways in which the United Church of Canada could respond to the growing conflict in Canada between the two linguistic groups, and recommended that the Church appoint a full-time bilingual staff officer at United Church House who was sensitive to Quebec. It further recommended that Church members become aware of the cultural and sociological differences that exist between French and English in Canada, and that, in areas where there are significant French communities, Presbyteries create committees which would attempt to uncover the cause of tension and find some resolution to it. By 1979, the Task Force reported through the Working Unit on Social Issues and Justice (WUSIJ). In 1983 it became the National Sub-Unit on French/English Relations. When the Division reorganized in 1989, the work of the Sub-Unit became part of the mandate of Program Unit 3.

A General Council Working Unit on Ministries in French was established by the 28th General Council in 1980 to report on a long-range policy for ministry in French and presented its report to the 29th General Council in 1982, The Church Whole. It continued in order to monitor the report's implementation and was renewed in 1984 and 1986.

The General Council Executive commissioned in November 1985 a “Projet de Coordination des Services en Francais/Comite des Services en Francais”. The recommendations were adopted by the General Council Executive in November 1986 and as a result the Division established a “Group de Travail Pour le Ministere National en Francais” (GTMNF) in 1987. The GTMNF had responsibility for work support of francophone congregations, French services, translation services, and the publication of Aujourd'hui Credo.

The General Council established a Task Group on French Ministries to examine the relation of GTMNF to the United Church Structures and it reported in 1992. As a result a “Comite Permanent des Ministeres en Francais” (COPERMIF) was established to be accountable to the General Council, facilitated by Montreal and Ottawa Conference. (See 95.030C 28-6 for an overview of this work)

This department was established in 1972, as a Department of the Division, along with the Department of Church in Society. Its task was to carry out the evangelistic and educational work of the new Division, taking on aspects of work of the predecessor Boards (Evangelism and Social Service, Christian Education, Men, Women), as well as creating new areas of work. The Deputy Secretaries were: K. Harriet Christie (1972-1974), Jessie MacLeod, (1975-1980), Genevieve Carder (1981-1982), and Ruth Evans (1983-1994); and Richard Chambers as Programme Director (1998-2001). The department had responsibility for work with children, work with youth, women's organizations, senior adult work, leadership development, camping and recreation; worship and the arts; church support; rural and urban churches and chaplaincy; as well as lay involvement.

There were four activity groups: Planning and Strategy for Education and Evangelism, Planning and Strategy for Personal Enrichment, Planning and Strategy for Leadership Development and Planning and Strategy for Church Support.

In 1977, the division made changes to its organization design. In the organization design which has evolved, the Division will have working units which will carry the responsibilities of the present Departments and many Task Forces and Standing Committees.

Established in 1972, the Department (Office after 1977) became one of two departments within the Division along with Department of Christian Development. The two departments took over much of the work of the former Boards of Evangelism and Social Service, Home Missions, Men and Women.

Traditional evangelism made up a part of the work but primarily, it concerned itself with promoting social justice issues within the Church and the larger community. The activities of the Department included participation in and funding for numerous homes, institutions, agencies and advocacy groups that work with the aged, immigrants, children, refugees, the poor and other socially and financially disadvantaged groups.

Deputy Secretaries of the Department were: Rev. W. Clarke MacDonald (1972-1985), Bonnie Greene (1986-1995). In 1996, Church in Society became part of the broader mandate of the Division of Mission in Canada.

The responsibilities of the Working Unit on Education and Resources were to develop the annual Division of Mission in Canada resource budget, to coordinate resource production, to maintain an overview of resource needs in the church and to evaluate resources produced by the Division.

In 1972, the Division appointed an Associate Secretary, Dr. Gordon Freer, to have particular responsibility for the planning and coordination of program and resources. Dr. Freer served until his retirement in 1989. A Special Assistant, Adult Education and Editorial consultant to the division, working in cooperation with the Associate Secretary and others in division to plan, develop, and produce educational resources for adults was appointed in 1972 in the person of Frances Russell who retired in 1977. The position continued with the added responsibility for Exchange, a new adult resource.
