This series contains records related to the organization and planning of the 1993 Ontario Games for the Physically Disabled. The City of Thunder Bay hosted the event along with the work of ten committees. The committees were made up of city staff from the Parks and Recreation Department and enthusiastic volunteers from the community.
Some of the records in the series involve correspondence, meeting minutes, agendas, committee reports, and budgeting. Some of the correspondence includes letters from the Ontario Ministry of Tourism and Recreation regarding funding. Other correspondence involves sponsors, such as the event’s Corporate Sponsor, Bell Canada. There are meeting minutes and agendas from several of the different committees that were involved in the event. Particularly, there is a large number of meeting minutes from the two most significant committees: the Games Organizing Committee, and the Executive Committee. There are reports from several different committees such as, the Fund Raising Committee, Media Relations/Promotions Committee, Hospitality Committee, Transportation Committee, and several other committees involved in the organization of the event.
Other records included are related to budgeting and the scheduling of the events. The finalized version of the budget and the official schedule are present, along with the official magazine that was published for the event.

Thunder Bay Fire Rescue (previously known as the Thunder Bay Fire Department) is positioned under Community and Emergency Services and reports to the General Manager of this department. The key responsibilities of the department include fire suppression, fire prevention, responding to fires, explosions, auto extrications and hazardous material spills, rescues involving industrial accidents, rappelling, water/ice, urban search and rescue and confined space and emergency planning.

Most of the files in Accession 2013-21 relate to hotels or motels. Included in these records are fire safety plans, inspection reports, building audits, building information sheets, chronology reports, correspondence, memoranda, a few fire reports, photographs and building plans.

The series contains a number of manuals - camp counsellors' and directors', the Director's Annual Final Reports, photographs and scrapbooks from the Day Camps, Winter Carnival files and a number of related and miscellaneous Parks and Recreation slides.

The Sister Cities Advisory Committee's mandate is to develop, implement and coordinate the Thunder Bay Municipal Twinning Program. The program aims to promote cross-cultural understanding, municipal and technical cooperation and economic development opportunities. Officially formed in December 2006, the Committee reports to City Council through the Office of the City Clerk.

Series consists of photographs and related documentation regarding the Sister Cities Millennium Festival, held in the summer of 2000, and a photographic inventory of artifacts donated by Thunder Bay's Sister Cities. Also included in this series are gifts donated by delegates of the cities who participated in the Sister Cities program.

Administrative files of the Facilities and Equipment division of Transportation and Works. Facilities and Equipment becomes Facilities and Fleet Department.

Series consists of supervisor's meeting minutes, committee minutes, organization charts, correspondence, health and safety records, and a number of Y2K compliance reviews. Additionally, the series contains SMT/DMT meeting minutes. Although the records are not necessarily indicative of the operation of the Facilities & Equipment Division, they are informative of the City's managerial decisions and ongoing initiatives.

Quality Management / Quality Assurance programs are run in a coordinated fashion in all operating Homes. Some files relate only to a particular location while some deal with policy across all.

Most notably, the Quality Management program and program revisions are being preserved. The program details the mandate for the Homes for the Aged, and subsequently, the standards for specific sections (Administration, Dietary Services, Housekeeping, Laundry, Nursing, Maintenance, Recreational, Pastoral). Similarly, a number of sectional Quality Assurance handbooks are being preserved.

Additionally, there are minutes, agendas, and reports that reflect the committee work being conducted to maintain quality in the homes (e.g. Medical Advisory Committee or the Health and Safety Committee), and a number of focus group activities produced completed surveys and questionnaires that show tenants’ satisfaction with the services provided at Thunder Bay’s Homes for the Aged.

Meals on Wheels serving the City of Thunder Bay began in 1968, through work by the Lakehead Social Planning Council. A Steering Committee was assembled representing community groups and administration from the Cities of Port Arthur and Fort William. The
initial pilot project was deemed a success, and in 1969 an Action Committee of twelve volunteers was assembled, which quickly became a Board of Directors. The organization was incorporated as Lakehead Meals on Wheels Inc. in 1974.

A first full-time staff member was hired in 1973, with funding from the City of Thunder Bay and the Ontario Ministry of Community and Social Services, with more workers added in the following decades. Administrative costs were jointly funded by the City and the Province, and through the 1990s the Board worked to clarify the roles of these different organizations. A policy study released in 1992 led to the transformation of the Incorporated Board to an Advisory Board, with administration of Meals On Wheels clearly based in the City of Thunder Bay’s Homes for the Aged.

Under the Municipal Act (2001), the City Manager is responsible for the overall management and control of the municipal government and the general administration and direction of all departments within the City. Reporting directly to City Council, the City Manager performs research on behalf of Council and provides advice to Council with regard to the development of business plans, programs, policies, procedures and the overall objectives of the City. The City Manager also works with City Council in the development of long term strategic plans.

Departments currently reporting directly to the City Manager include Corporate Communications and Strategic Initiatives, Human Resources and Corporate Safety, Management Studies and the Office of the City Clerk. As of September 2011, Emergency Medical Services, Internal Audit and Continuous Improvement no longer report to the City Manager. The City Solicitor and Corporate Council also report to the City Manager and City Council.

In 1975, a major review of the organizational structure of The City of Thunder Bay was performed. As a result of this review, the position of Chief Administrative Officer was created to replace the role of the City Coordinator. With the implementation of a Chief Administrative Officer, long term corporate and strategic planning became a primary function of the position. The title of City Manager replaced the title of Chief Administrative Officer.

Previous City Managers include: Bruce Thom (1994 – 1996); Brian McRae (1998 - 2002); Robert Petrie (2003 - 2007); and Tim Commisso (2008 - present).

Series consists of records of the City Manager covering a range of topics including, reports and correspondence relating to the management of departments under the City Manager’s control, records relating to the development of the Fast Forward Plan from 2000, reference material relating to the development of strategic plans, organizational charts and other records relating to planning and corporate structuring of the City, correspondence with associations and other levels of government relating to the development of regional boards addressing community issues and economic development in the area, correspondence with other
municipalities in the northwestern Ontario region regarding activities and corporate structuring.

Under the Municipal Act (2001), City Council votes on the passing of new by-laws and the amendment of existing by-laws in Council meetings, based on recommendations and advice from the Office of the City Clerk. Council also delegates statutory responsibilities to subcommittees, and through Committee of the Whole Meetings, Council discusses critical issues covering the broad mandate of the City. It is through Council Meetings that decisions are made and resolutions are achieved on the matters discussed in Committee of the Whole Meetings. Resolutions serve as a record of the motions carried and lost by City Council through Council Meetings.

Mayors presiding over Council in the time reflected in this series include Walter Assef (1973-1978 and 1981-1985). The Office of the City Clerk is responsible for maintaining the records of proceedings for Council.

Series consists of duplicate meeting minutes of City Council and attached resolutions for each meeting. Each resolution is signed by the councilors responsible for moving and seconding the resolution. It is also signed by the Mayor or Chairman of the council meeting and the City Clerk.

Each file contains an index in the front explaining which meetings and dates are included in each individual file.

These are copies of applications submitted to the Ministry of the Environment for Certificates of Approval, primarily for drinking water and sanitary sewer systems. Copies of the actual Certificates are included in some files. This series begins in 1970. Format of applications changes in 1987.

Contains reports and studies prepared primarily by consultants for Engineering Division and other City departments related to a variety of projects. Topics include traffic, water treatment, landfills, soil quality, and urban planning, among others. Most reports are post-1970 but the series also includes reports prepared for the former Cities of Fort William and Port Arthur.
