Biographical history
Herbert S. Rayner (1911-1976) was a Vice Admiral and Chief of the Naval Staff during 1960-1964 with the Royal Canadian Navy. Born at Clinton, Ontario, he entered the Royal Canadian Navy (RCN) as a cadet in 1928. He commanded the destroyers HMCS St. Laurent, 1940-42, and HMCS Huron, 1943-44, and also held several staff positions. For his service during the Second World War, he was awarded the DSC (1941) and Bar (1944), and was twice Mentioned in Despatches. Following the war, he was given progressively more responsible senior staff and command positions. He served as Officer Commanding the RCN Air Section at Dartmouth, N.S., 1947-48 and Commandant of the Canadian Services College at Royal Roads, B.C., 1948-49. He commanded the aircraft carrier HMCS Magnificent from 1953-1955. Promoted Rear-Admiral in 1955, he served as Chief of Naval Personnel, 1955-57, and Flag Officer, Pacific Coast, 1957-60. As a Vice-Admiral, Rayner served as Chief of the Naval Staff, 1960-64, with full responsibility for the Royal Canadian Navy. He retired in 1964

Scope and content
Fonds consists of the working files of Vice-Admiral Herbert S. Rayner generated and maintained during his term as Chief of the Naval Staff (1960-1964). Includes subject files, reports, studies and public relations material. Also includes a small portion of Rayner's correspondence with Sir Caspar John, George Whalen Anderson and Frank Birch Caldwell, Naval Member, Canadian Joint Staff London. There are also transcripts of statements made by the Minister of National Defence, Paul Hellyer and the Associate Minister of Defence, Louis-Joseph-Lucien Cardin. There are 5 series.
