Administrative history

The Deputy Chief of the Defence Staff (DCDS) is the Chief Operations Officer for the Canadian Forces, exercising command and control of formations and units deployed on national operations on behalf of the Chief of the Defence Staff (CDS). The DCDS organization consists of a joint planning and operations staff at National Defence Headquarters, Canadian Forces staff and representatives posted abroad and their supporting units and several specialist units that together provide a wide range of support to Canadian Forces operations and personnel serving outside of Canada. This organization provides the national level operations coordination capability and integrates intelligence analysis, strategic planning, operational research and geomatics. The DCDS is responsible in particular for: Exercising command and control of non routine and contingency operations on behalf of the CDS; Ensuring the effective production and sissemination of all natures of defence intelligence including imagery, geomatics and meteorlogical and oceanographic services; Overseeing joint reponsibilities such as out-of-Canada activities, joint capabilities development, joint programs and common doctrine; Providing joint force elements to joint and combined operations; and Providing operational research and analysis. Following the establishment and success of the Joint Staff System (J-System), the Deputy Chief of the Defence Staff (DCDS) was placed under the direction of the Vice-Chief of the Defence staff (VCDS) on 15 July 1992 in an effort in an effort to increase organizational efficency. The DCDS is now divided into two branches under the VCDS - DCDS (ISO) intelligence, security and operations - and - DCDS (FPD) force planning development.

Custodial history

The Directorate of History and Heritage first received NDHQ instructions DCDS in 1981, adding them to its Document Collection. Over the years, the Deputy Chief of the Defence Staff has sent new instructions which have been added to this fonds. Further accruals are expected.

Scope and content

Fonds consists of NDHQ Instructions DCDS, National Defence Headquarters instructions issued on the authority of the Deputy Chief of the Defence Staff. These instructions cover a wide range of issues. Also includes the documents entitled "History of North American Aerospace Defence Command", and "Operation Plan Bugle" and Operation "Operation Plan Atlas".
