Eveline Coulombe was born in Hearst, on March 21, 1927 and attended école Sainte-Thérèse. As a young adult, she held a few jobs in Hearst before moving to Cochrane, with her family. On July 8, 1947, Eveline married Albert Touchette at the Transfiguration Church in Cochrane. The couple had four children: Valérie, Yvonne, Diane and Marianne.
