The Congress on Pentecostal Leadership held in 1987 (known as COPL '87) was a gathering of PAOC leaders with the intention of charting the future of the ministry in Canada. Held in Toronto, it was nurtured by General Superintendent James MacKnight and supported by denominational executives at the national and district levels as well as local church leaders. The theme of the conference was, "On Track". Plenary speeches and workshops encompassed a range of ministerial and social issues. Prominent plenary speakers from outside the Canadian Pentecostal community invited to attend included Jimmy Swaggart, Jack Hayford, Tommy Barnett and Tony Compolo. Congress delegates participated in the "COPL Covenant" which reaffirmed their commitment to Pentecostal distinctive and global evangelization. COPL '93 (held in 1993 in Toronto) was the second gathering of the PAOC leadership. The theme was "Just Go" and speakers included John Ashcroft, Reinhard Bonnke, Rich Buhler, Leith Anderson, and Paul Walker. A focus of this congress was the "seeker sensitive" ministry which aimed to use various methods to attract non-churchgoers to church. At this COPL delegates signed a "Manifesto" affirming their commitment.

The fonds consists of records which reflect the activities involved in the organization and execution of a major national conference. The records form two series. Series 1 - COPL '87. This series consists of organizing committees' minutes, agenda and correspondence, financial records, promotional materials, congress information, and non-textual records. Series 2 - COPL '93. This series consists of organizing committees' minutes, agenda, and correspondence, workshop schedules and descriptions, promotional material, suggestions for workshop topics, budget information, congress handbooks, and registration and accommodation information.
