The office of the Vice-President (Planning and Development) evolved from an effort to define and pull together the tasks which David J. Brown, then Assistant Vice-President (Academic), was responsible for. Dr. Brown, in addition to other duties, had primary responsibility for space and financial planning. And, as Director of the Office of Planning Analysis and Statistics, Dr. Brown was responsible for collecting and organizing statistical information and conducting in-house studies, as well as working with the University's budget. It was determined that the designation Assistant Vice-President (Academic) did not adequately denote the activities and level of responsibilities of Dr. Brown. In 1980, President Beckel created the position of Associate Vice-President (Planning) and appointed Dr. Brown to this position. In 1986 the position changed to Vice-President (Planning and Development). In 1990 the senior administrative structure at Carleton was studied and a recommendation made that this structure should change. Financial planning was now to be done by the Vice-President (Finance and Administration) and academic planning done by the Vice-President (Academic), thus eliminating the office of the Vice-President (Planning and Development). In 1991 the office ceased operation
Custodial history
The records from this office have been housed in different locations, making their custodial history varied and difficult to trace. Some records came from the Office of Budget Planning, but were created by Dr. Brown while he was Vice-President (Planning and Development). Other records were transferred to the Archives vault in the 1980's, and some were transferred to the Office of the Vice-President (Finance and Administration) prior to coming to the Archives. Some of the records in the fonds originated in offices that were later incorporated into the office of the Vice-President (Planning and Development)

The fonds consists of nine series. They are: Capital projects, 1962-1991; Chronological files, 1972-1983; David J. Brown's diaries and files, 1970-1992; Finance, 1970-1991; Funds and funding projects, 1983-1992; Personnel, 1970-1992; Statistical information, 1945-1982; Subject files, 1968-1991; and University Budget, 1946-1991.
