Steepe, President of the Sudbury Boy Scouts Association (left), and W.R. Morden, District of Sudbury Scout Commissioner, during a lunch held in their honour at the King Edward Hotel. Newton and Bethell addressed Scouting and Girl Guide executives, civilian defence workers and air raid precaution (ARP) authorities about the role Boy Scouts played during air raids in London, England.
